The lists related to social scholarships from the Rector’s fund are only proposals at this stage and will be reviewed by the UBB Rectorate over the next two weeks. After that period, the final list of beneficiaries will be announced.

ONLY students who are recipients of performance/social scholarships, who have never benefited from a scholarship before and who have never submitted an IBAN account to the UBB Social Service, MUST send a bank document (account statement, list of IBANs, screenshot from the mobile app/internet banking, etc.) to the email address social@ubbcluj.ro.
On the chosen bank document, students MUST write the following information:
ATTENTION: All this information must be written directly on the bank document, either in PDF or with a pen, because the document is automatically downloaded from the email and placed in an archive. Therefore, the information must be on the document, not in the email text or in a separate document!
The scholarship recipient must be the account holder, meaning the IBAN account sent to the Social Service must be in their name.
For all scholarship students who have previously sent their banking data to the Social Service, the IBAN accounts will be automatically retrieved from the existing database (no further procedure is needed).
All types of scholarships, whether based on performance or social criteria, are paid over a period of six months, including the summer period. Scholarship payment period: first semester: November (two scholarships) – February; second semester: March – September.
Scholarships are paid on the 15th of each month.
ALL applications for performance scholarships, categories I and II, must be submitted ONLY ELECTRONICALLY on the platform below.
ALL applications for scholarships based on social and medical criteria must be submitted ONLY ELECTRONICALLY both on the scholarship platform and in the form displayed next to it.
APPLICATION PERIOD: September 30, 2024 – October 18, 2024, 4:00 p.m.
Our recommendation is to upload the files for the social/medical scholarship application on the platform as soon as possible, so that if the file is incomplete and you are notified by the Secretariat members, you will have enough time to complete it.
Scholarships are only available for students at the undergraduate and master’s level. The Romanian language preparatory year is not included in these categories.
A student can receive both a performance scholarship – category I or II, and a social scholarship for low income or medical reasons at the same time.
Students participating in the Erasmus mobility program can also apply for a performance scholarship – category I or II, and a social scholarship for low income or medical reasons.
At UBB, to be eligible for a scholarship, the student MUST submit an application within the announced submission period. Otherwise, according to UBB regulations, the student will NOT receive a scholarship (regardless of their GPA).
In order to receive a scholarship in the second semester, students who submitted files or applications for performance or social scholarships in the first semester MUST submit again.

All full-time students whose grade point average qualifies them for a scholarship. First-year undergraduate students may only apply for a performance scholarship – category II.
Erasmus students may also apply for performance scholarships – categories I and II.
Performance scholarships – categories I and II may be combined with social scholarships for low income or medical reasons.
This means that a student may receive both a performance scholarship – category I or II, and a social scholarship for low income or medical reasons at the same time.
Only one application (one page) should be submitted for a scholarship category – I or II. If the student does not qualify for the selected category in the application, they will automatically receive the other category.
Those who do not have publications in the second semester of the 2023/2024 academic year should only submit the application, ticking the desired category. Only one application should be submitted.
Students applying for the performance scholarship – category I and II and who HAVE publications in the second semester, academic year 2023-2024 must submit the following documents along with the application:
These two documents must be submitted to distinguish between students with equal averages for obtaining the performance scholarship – category I.
The annex regarding publications and the Excel document for points calculation must be signed by a supervising professor, as required by the scholarship regulations. Even if you have publications without a supervising professor, you must contact a professor guiding you in your bachelor’s/master’s thesis or other publications, so that they sign both documents, thus guaranteeing your declared scientific experience through the documents.

At UBB, scholarships are NOT granted based on a minimum average threshold. The number of scholarships per major is fixed, so the ranking between equal averages is done obligatorily, based on the following criteria:
CRITERION 1: points accumulated for works ALREADY PUBLISHED in the second semester, academic year 2023-2024;
CRITERION 2: average grade from the second semester, academic year 2023-2024.
ATTENTION! According to the Regulation regarding the granting of scholarships for students – Bachelor’s and Master’s study cycles, Article 10, paragraph (6), letter a., the first criterion for ranking in the case of equal averages is scientific activity (works published up to the moment of submitting the scholarship file), and the second criterion, applied after the first, is the average grade. All students in the case of equal averages (usually students with an average of 10) must submit the application along with the ANNEX regarding scientific activity and the SHEET with verification/automatic calculation of the points obtained (Excel document containing formulas for automatic calculation of the score).
As per the same regulation, ONLY published works from the previous semester of the scholarship submission (i.e., in the first semester, 2023-2024) are taken into account (not works in the process of being published or published in other semesters).
The average grade declared by the student on the scholarship application will be verified and corrected, if necessary, by the secretary responsible for the student’s main specialization.

Students who apply for social and medical criteria scholarships must submit their applications both on the scholarship platform and in the form below.
We recommend that students upload their applications for social/medical assistance scholarships to the platform as soon as possible, as if there are any observations from the Scholarship Commission, they will have enough time to complete the file.
The average monthly net income is 2111.25 LEI per family member for the period September 2023 – August 2024.
Students will NOT request income certificates from the tax authorities (ANAF), as this task will be handled by one of the members of the Scholarship Commission, based on the handwritten agreements of the applicant and their family members.
No longer required for the file: notarial declarations that no income is being earned, minor allowance coupons, survivor pension coupons, unemployment coupons, pension coupons for retired family members, etc.
In ANNEX 8, only taxable income should be declared. Example: salaries (the net salary should be declared), income from agricultural land, personal business income, etc. DO NOT DECLARE: scholarships, minor allowances, survivor pensions, unemployment benefits, pensions for retired family members.
In Annex 10, in the sections related to ANAF, notarial declarations, allowance coupons, mark a dash, indicating that they are not present in the file.
Low-income social scholarship = awarded to students whose family has a net monthly income of up to 2111.25 LEI per family member for the period September 2023 – August 2024.
Social scholarship based on medical condition = awarded to students suffering from a disease listed in the scholarship regulations, Art. 15, paragraph (5), point 2. To prove this, the specialist doctor issues a certificate, which must state that the disease falls within the provisions of the aforementioned article. The certificate must also be endorsed by a family doctor.
The social scholarship can be combined with the performance scholarship – cat. I or II and with the Erasmus scholarship.
This means that a student can receive both a social scholarship and a performance scholarship at the same time.
A student can also receive both scholarships during Erasmus mobility.
All students who meet the criteria explained in the previous section may submit an application.
Full-time students have priority in receiving scholarships from budgeted funds, i.e., from the Ministry’s funds.
Part-time students may submit an application, provided they have a minimum of 20 credits. They will compete for social scholarships from extra-budgetary funds, i.e., from the UBB Rector’s Office, and will receive a response approximately two weeks after the publication of the first scholarship lists.
Students participating in the Erasmus mobility program may also apply, provided that their application is complete and correctly filled out.
For the social scholarship based on low income, the NET income per MONTH per head of the family from the period September 2023 – August 2024 (total: 12 months) must be declared. The total net income (income taxed by the state) of the family is calculated for each month and is divided by the number of family members under the care of that family. Formula: net monthly income family : 12 : number of family members.
The maximum admissible net monthly income is: 2111.25 LEI per family member. That means no month declared in Annex 8 should exceed this income.
!!! Documents must be submitted in a single PDF file, in the order specified in Annex 10 (social case) or Annex 11 (medical case).
In the stage of registering social scholarship files, the student must upload the GDPR agreements, which are mandatory: Annex 12 – Student’s handwritten consent; Annex 13 – Handwritten consent of family members.
These cannot be uploaded after submitting the file, but they can be updated (if the file has an INVALID status).
The student’s handwritten consent (Annex 12) must be scanned in PDF format and uploaded to the platform.
The handwritten consents of family members (Annex 13) must be scanned and placed ALL in a single PDF file and uploaded to the platform.
!!! The student must complete the name and ID number (CNP) of ALL family members who have declared income.
The required documentation for obtaining a social assistance scholarship differs depending on the student’s situation and is detailed in the scholarship regulations under Article 19 (2), (3), (4), (6), (7), (8), (9), and Article 19 (5) – students applying for a scholarship for medical reasons, according to the Scholarship Regulations.
